River of Air?

No this is not a crawl space – this is between the first and second floor of a barracks building. This is what you can get when you do not directly duct the make-up air into the living unit of a hot and humid climate. This building had a river of air flowing through it. Improper building pressurization and the lack of compartmentalization allowed for air to flow freely through the building, resulting in significant condensation on the interior surface. It did not help that the living units had PTAC units that were allowed to operate at very cold temperatures (ceiling surface temperatures at 67F).
